The best form of government is a form where the people are held in respect with the government and the government successfully manages the tyranny of the majority against the individual’s needs.
Good thesis, Caroline-- I'm sure you'll be able to write a strong paper from this! Questions to consider: What is the best way for the government to manage tyranny of majority? Whose needs are being hurt by the tyranny of the majority? If two groups fundamentally disagree on an issue, then who has the right to decided what is "moral"? (Like today with abortion) Have a good weekend!
One thing, though, is what does "held in respect" mean? You might want to re-word that.
And obviously, the main thing you're going to answer is /how/ they balance the tyranny of the majority with the people. If you could sum that up into a clause, maybe that could go in your thesis too.
