For a government to avoid the tyrant, that government must legislate morality and educate every individual so that each person may make contributions to the marketplace of ideas.
I really like this, Maggie, especially that you make education mandatory and not just contributions to the marketplace of ideas. Go redheads! Some questions to maybe consider: Will governments also avoid the tyranny of the majority this way, as well as the single tyrant? Does education necessarily lead to morality-- what happens if everyone is educated but the majority still chooses to oppress the minority?
I really like this! It's strong and definite, not wishy-washy like thesis's often can be.
I would re-word the first clause, though.
Also, be sure to explain how legislating morality isn't indoctrinating people-- how people really are free to think what they want so that they can participate in the marketplace of ideas.
